§ 7-1-2-4 FUNCTION OF THE BOARD.
   The City Council recognizes that the laws of the state and the Charter of the city do not allow the delegation of governmental authority; therefore, it is asserted that the function of the Board hereby created shall be one of investigation and advice to the Director of Aviation, the Mayor, the City Council and other governmental offices of the city. To facilitate the performance of this function, the Board is hereby authorized to conduct hearings to confer with appropriate authorities, to discuss with existing and prospective airport patrons, and to use every lawful means, inquire and study in order to arrive at sound conclusions with relation to the problem of aircraft, traffic, services and control. The Board may request staff, stenographic and clerical assistance, which the Mayor is directed to furnish insofar as possible, subject to existing statutory and budgeting limitations. No architect, engineer, lawyer consultant or other person may be employed by the Board on other than a volunteer basis without prior approval of the City Council.
