§ 7-1-1-6 FIRE, FUELING AND OTHER GROUND SAFETY RULES.
   (A)   Fire ­ General. No person shall:
      (1)   Smoke on any airport apron or ramp, in any hangar or shop, in any aircraft, or in any other place where smoking specifically is prohibited by sign or signs.
      (2)   Keep or store lubricating or waste oils in or about hangars; provided, that such material may be kept in aircraft in the proper receptacles installed in the aircraft for such purposes, or in containers provided with safe draw-off devices, or in rooms or areas specifically approved for such storage by the Mayor or the City Fire Department.
      (3)   Keep or store oily waste, rags or other rubbish other than in a safe, self-closing metal receptacle. The waste, rags and rubbish shall be removed from the airport each day.
      (4)   Conduct any doping or painting process in any room or building unless such room or building is properly ventilated and unless room or building has been approved for such use by the Mayor.
      (5)   Use inflammable liquids in the cleaning of aircraft, aircraft engines, or aircraft parts or appliances unless such cleaning operations are con-ducted in open air, or in a room specifically set aside for that purpose which room shall be properly ventilated, equipped by the user with adequate and readily accessible fire extinguishing apparatus, and shall conform to the requirements of Chapter 14, Article 2, Fire Code.
      (6)   Conduct any open flame operations on the airport without specific permission from the Mayor.
      (7)   Store, stock or keep any material or equipment in such a manner as to constitute a fire hazard.
      (8)   Tamper with, injure or destroy, or remove or cause to be removed from its holder, container, reel or bracket any equipment or device used in fire prevention or for extinguishing fires except in case of emergency or fire. Such equipment shall not be taken from such hanger or building by any person except in case of fire or emergency, or by written permission from the Mayor.
      (9)   Obstruct, injure or render inoperable any fire door, hangar door, sprinkler riser, hose box, fire hydrant or pit or any fire fighting equipment at any time.
      (10)   Fail to keep all floors in space which is leased, assigned or otherwise made available for use, free and clear of fuel, oil, grease or other foreign materials that could cause a fire or a slippery or otherwise unsafe condition.
      (11)   Fail to immediately clean up and remove any fuel, oil or grease from any paved surface upon which such person has spilled or dropped such substance.
      (12)   Store any fuel or lubricants or volatile flammable substance, or perform any service maintenance or repair on aircraft, except his own aircraft, in the area or areas of the airport set aside, designated and used for hangaring aircraft in what is known as a "T" hanger or "unit" hanger.
   (B)   Fueling and Defueling Aircraft. No person shall:
      (1)   Run or start any aircraft engine while the aircraft is being fueled or defueled.
      (2)   Fuel or defuel any aircraft in any hanger or enclosed space.
      (3)   Smoke within 50 feet of any aircraft being fueled or defueled.
      (4)   Operate any radio transmitter or receiver, or switch any electrical appliances on or off in any aircraft while it is being fueled or defueled.
      (5)   Fail to ground all points of static electrical potential of the aircraft and the fuel dispensing apparatus while the aircraft is being fueled or defueled.
      (6)   While engaged in fueling or defueling aircraft, fail to exercise the highest degree of care to prevent overflow or spillage of fuel.
      (7)   Fuel or defuel any aircraft wherein there are passengers unless during said operation a passenger loading ramp is in place at the cabin door, the door of the cabin is open and a cabin attendant is at or near the door.
      (8)   Be or remain within 50 feet of any aircraft being fueled or defueled except passengers in the cabin as provided for in this article or persons engaged in the fueling, defueling, maintenance or operation of such aircraft.
      (9)   Use any material during the fueling or defueling of any aircraft which is likely to cause a discharge of static electricity.
      (10)   Fail to have within ready reach adequate fire extinguishers while he is engaged in fueling or defueling any aircraft.
      (11)   Start the engine of any aircraft when aircraft fuel or volatile flammable liquid is on the ground under such aircraft.
      (12)   Fail to ground all hoses, funnels, or other fueling or defueling apparatus to prevent ignition of volatile liquids while such person is engaged in fueling or defueling any aircraft. All such equipment shall be equipped with proper grounding devices.
      (13)   While engaged in fueling or defueling aircraft, fail to make a complete electrical ground between the aircraft, the fuel dispensing vehicle, apparatus or equipment and the ground in accordance with applicable regulations of the Federal Aviation Agency.
      (14)   Fuel or defuel any aircraft when any part of said aircraft is closer than 50 feet to the passenger terminal building or any place where persons are congregated or likely to be congregated.
      (15)   Operate any motor vehicle in any hangar unless its exhaust is protected by screens or baffles to prevent sparks from escaping and to prevent the propagation of flame.
      (16)   Smoke within 50 feet of any fuel carrier when the carrier is not in motion, or when it is being used to fuel or defuel any aircraft.
