(A) With respect to all airport users not under written contract, permit, license or lease with the city who have been granted rights or privileges under this article, such rights and privileges may be cancelled for failure to comply with federal, state, county, or city laws, rules, regulations or ordinances, as the case may be, which apply to the airport and conduct or activities thereon. Such cancellation shall be accomplished by the Mayor. Any aggrieved person may apply to the City Council for reinstatement of such rights and privileges.
(B) No person shall:
(1) Solicit funds, alms or fares on the airport for any purpose unless he has received a permit to do so issued by the Mayor.
(2) Post, distribute or display signs, advertisements, circulars, printed or written matter on the airport unless he has received a permit to do so issued by the Mayor.
(3) Take any still, motion or sound pictures on the airport for commercial purposes unless he has received a permit to do so issued by the Mayor; permission shall be denied if airport safety or national defense might be lessened or impaired in any way.
(4) Allow any dog or other animal which they own, control or are responsible for to run or be at large on the airport unless leashed or otherwise so confined as to prohibit it from running or being at large.
(5) Allow any dog or other animal which they own, control or are responsible for to enter any space on the airport used for the purpose of preparation or consumption of food or beverages, except a blind person may accompany a seeing-eye dog to a place where food or beverages are consumed.
(6) Fail to deposit lost articles at the office of the city's Aviation Department at its office at the airport when such articles come into his possession while at the airport.
(7) Commence any construction, improvement, or remodeling activity on the airport without prior approval of the Mayor.
(8) (a) Fail to report as soon as possible any damage, injury or destruction caused by him of any property on the airport, including real property, personal property, improvements, fixtures, or equipment which is owned or controlled by the city, or which is owned or controlled by any other person or governmental agency and used in connection with the landing, take-off, control or safety of aircraft.
(b) Damage shall be paid for by the person responsible for its occurrence.
(9) Sanitation. No person shall:
(a) Release, deposit, blow, or spread any bodily discharge on the floor, wall, partition, furniture, or any other part of a public toilet, comfort station, terminal building, hangar, or other building on the airport.
(b) Place any foreign object in any plumbing fixture of a public toilet, comfort station, terminal building, hangar, or other building on the airport.
(c) Dispose of sewage, garbage, refuse, paper or other material on the airport except in a receptacle provided for that purpose.
(10) Walk in a picket line as a picket or take part in a labor or other public demonstration on any part of the airport except at a place specifically assigned by the Mayor for picket lines or other public demonstrations. Such place shall be located in a part of the airport which is not congested, and under no circumstances shall the place assigned be located inside the passenger terminal building or on any ramp, apron, taxiway or the landing area.
