§ 7-1-1-3 AIRCRAFT RULES.
   No person shall:
   (A)   Navigate any aircraft over, land upon, take off from, or service, repair or maintain any aircraft other than in conformity with the rules and regulations of the Federal Aviation Agency.
   (B)   Fail to taxi under full control and at reasonable speeds the aircraft which he is operating. Following a landing or prior to take off and while taxiing any pilot operation an aircraft shall assure himself that there is no danger of collision with other aircraft which are taking off, landing or taxiing.
   (C)   Taxi any aircraft on any ramp or apron at a speed in excess of 15 miles per hour; taxi any aircraft not equipped with adequate brakes on any ramp or apron at any speed unless an attendant is at all times beside at least one wing.
   (D)   Taxi any aircraft in the vicinity of aircraft landing or taking off; fail to completely stop an aircraft being taxied in the vicinity of aircraft landing or taking off.
   (E)   Taxi any aircraft on any apron or ramp so as to enter any area where passengers are entering or leaving any aircraft.
   (F)   Taxi any aircraft upon a runway:
      (1)   Except as a necessary part of taking off or landing;
      (2)   Except when given permission by the tower; and
      (3)   Except when crossing a runway or runway intersection.
   (G)   Taxi any aircraft at night or after sunset unless the navigation lights, and at least one landing light if the aircraft is equipped with landing lights, are turned on and burning.
   (H)   Leave any aircraft standing or parked outside of an area designated for parking of aircraft at night or after sunset unless the navigation lights, and at least one landing light if the aircraft is equipped with landing lights, are turned on and burning; if such aircraft lighting is not possible, proper warning lights must immediately be lit and placed near the aircraft.
   (I)   Take off or land any aircraft except in case of emergency or accident, on any apron, ramp, taxiway or any place other than a runway. This division shall not apply to the take off or landing of a helicopter or other aircraft which takes off or lands vertically.
   (J)   Take off or land any helicopter or other aircraft which takes off or lands vertically except at places designated for such take offs and landings by the Mayor or the tower.
   (K)   Leave any disabled or wrecked aircraft on any taxiway, runway or any place other than a designated parking area, overnight or for any unreasonable period, unless specific prior authority has been granted by the Mayor and the aircraft is guarded and warning lights are displayed around it.
   (L)   Park any aircraft or vehicle within 25 feet of any fire hydrant.
   (M) Leave any aircraft unattended on any ramp, apron, taxiway, runway or area other than a designated aircraft parking area.
   (N)   Fail to securely tie down any unattended aircraft.
   (O)   "Run-up," or operate at high revolutions per minute (r.p.m.'s) an aircraft engine near any passenger terminal building, hangars or other buildings. Areas for "running-up," operating at high r.p.m.'s, or checking aircraft engines and aircraft have been designated by the Mayor, and the location of these areas will be described upon request at the Office of the Aviation Director. Aircraft brakes shall be set during such checks or activities.
   (P)   Taxi any aircraft into any hangar.
   (Q)   Start or run any aircraft engine in any hangar.
   (R)   Start or run any aircraft engine without a competent operator or pilot at the controls of the aircraft.
   (S)   Park any aircraft on any apron, or part thereof which is not designated for the parking of aircraft; park any aircraft in any fire lane designated by two red lines on airport pavement.
   (T)   Take off or land aircraft at the airport which aircraft is not equipped with two-way radio equipment consisting of a functioning radio transmitter and receiver capable of conducting two-way communications with the airport control tower within a five-mile radius of said tower on radio frequencies used by said control towers.
   (U)   Fail to immediately taxi or move any aircraft over which he has control to the bomb or fire inspection area when so directed by the airport air traffic control tower or the City Manager; said area is on the southwest side of the ramp adjacent to taxiway T-8 and is identified by a large red circle 150 feet in diameter painted on the pavement with a solid red circle painted on the pavement in the center of said large circle.
   (V)   In areas designated "T" hangar areas, place any aircraft in such hangars or taxi any aircraft on "T" hangar area taxiways which weighs over 25,200 pounds.
   (W) Fail to follow directions or procedures given or required by the airport air traffic control tower in the event of aircraft emergencies or accidents.
   (X)   (1)   Act as a crew member of any aircraft while:
         (a)   Under the influence of intoxicating beverage; or
         (b)   Using any drug that affects his faculties in any way contrary to safety.
      (2)   Except in an emergency, no pilot of any aircraft shall allow a person who is obviously under the influence of intoxicating beverages or drugs, except a medical patient under proper care, to board or be carried in such aircraft.
   (Y)   Repair any aircraft while located on loading aprons or ramps near the passenger terminal building.
   (Z)   Operate aircraft unless he has available for use aircraft tow bars or towing equipment for moving aircraft in the event of some failure or breakdown of the aircraft, when such person is in Aircraft Service Operator or an Air Carrier and is regularly engaged in operating aircraft on the ramps, taxiways or runways of the Airport.
   (AA) Move or operate an aircraft in a careless or reckless manner.
   (BB) Run the engine of a parked aircraft in a manner that damages any other property or aircraft, or that blows paper, dirt, or other material across taxiways or runways so as to endanger the safety of persons or property.
   (CC) Start or taxi any aircraft in any place where the exhaust or engine blast is likely to cause injury to persons or property. If the aircraft cannot be started or taxied without violating the provisions of this division, the operator shall have it towed to a location where such operations can be done safely.
   (DD) Operate an aircraft so as to use any passenger gate position at the passenger terminal building other than on an unassigned basis.
   (EE) Operate an aircraft so as to use any passenger gate position at the passenger terminal building any longer than may be necessary to enplane and deplane passengers, fuel the aircraft and perform minor cleaning of aircraft. All other matters with respect to the operation and maintenance of the aircraft shall be conducted at proper places away from said passenger gate positions. No person shall use such passenger gate positions for aircraft parking under any circumstances.
   (FF) Double park any aircraft at any passenger gate position of the passenger terminal building or allow passengers to enplane or deplane when any aircraft is so parked.
   (GG) Park any aircraft in such a manner or place so as to block or prevent any other parked aircraft from free and unobstructed movement in the event that it becomes necessary to move any one parked aircraft due to an emergency. The intention of this division (GG) is to assure that any one parked aircraft may be easily moved away from its position without first moving other parked aircraft. This division shall not apply to the parking of aircraft in aircraft hangar buildings.
