No user owning vacuum or "cesspool" type pumping trucks or other liquid waste transport trucks shall discharge such waste into the publicly owned treatment works except at an authorized point and unless such person shall first have applied for and received a Septic Tank Discharge or Chemical Toilet Discharge Permit.
