The Department of Finance and Administrative Services shall establish appropriate accounts for each item number for each SAD and shall be responsible for billing and collecting the semi-annual assessment installments as well as final payments on each special assessment lien. Any modifications or adjustments to the special assessment liens due to sale, division or transfer of property affected by special assessment liens is also the responsibility of the Department of Finance and Administrative Services.
