§ 6-8-4-1 RESOLUTION NO. 2—PROVISIONAL ORDER.
   (A)   Content. Resolution No. 2 tentatively approves the preliminary plans, cost estimates, assessment plats, consulting engineer's report, Estimated Maximum Benefit Roll, estimated assessments and provisionally orders the construction of the proposed improvements. Resolution No. 2 also provides for notification of all affected record owners, and sets a date for a protest hearing at which record owners and any interested persons may state their objections to the proposed SAD.
   (B)   Action by Consulting Engineer. The Consulting Engineer will submit a copy of the consulting engineer's report, the Estimated Maximum Benefit Roll, the estimated assessments, the assessment plats and Resolution No. 2 to the Bond Attorney, the Department of Finance and Administrative Services and the City Legal Department for review and approval. Upon completion of any required changes and approval by the Bond Attorney, the Department of Finance and Administrative Services and the City Legal Department, the Consulting Engineer will then submit the following material to the SAD Engineer:
      (1)   Consulting Engineer's Report;
      (2)   Estimated Maximum Benefit Roll;
      (3)   Assessment plats (including typical construction sections and details);
      (4)   Resolution No. 2;
      (5)   Preliminary plans.
