§ 6-8-3-1 RESOLUTION NO. 1—PROPOSING SAD.
   (A)   Content. Resolution No. 1 is prepared by the Consulting Engineer. It expresses the Council's intent to create a Special Assessment District. It instructs the Consulting Engineer to prepare preliminary plans, cost estimate, assessment plats and estimated maximum benefit roll, a fiscal impact analysis and a consulting engineer's report, including the method(s) to be used in determining assessments and further provides an appropriation for design costs associated with the SAD.
   (B)   Procedure. Resolution No. 1 is submitted by the Mayor to the City Council for approval. In the transmittal letter to the Council President, the Mayor provides estimates of the amounts (including both design and construction costs) and nature of city funds that will be required by the SAD. Upon approval by the City Council of Resolution No. 1, the SAD Engineer authorizes the Consulting Engineer to proceed with the next items of work specified in the engineering services agreement.
