§ 6-8-2-2 PREPARATION OF SAD ENGINEER'S REPORT.
   Prior to transmittal of a final SRC recommendation to the Mayor, the SAD Engineer will prepare a report that addresses and includes the following:
   (A)   A summary and general discussion of findings made in § 6-8-2-1, including names of persons or entities making requests for improvements.
   (B)   Coordination that has occurred with the Department of Finance and Administrative Services, Office of Management and Budget, the Planning Department, and the Municipal Development Department for other applicable requirements such as financing, funding, platting, zoning, street widths, water and sanitary sewer line sizes, storm drainage needs, neighborhood or regional parks, and the like.
   (C)   Tabulation of requested streets which shall include:
      (1)   Street, indicating from                    to                 .
      (2)   Improvements required:
         (a)   Paving;
         (b)   Sewer;
         (c)   Water;
         (d)   Sidewalks;
         (e)   Storm drainage improvements;
         (f)   Landscaping;
         (g)   Gas, electricity and telephone;
         (h)   Other necessary improvements;
      (3)   Public right-of-way requirements.
      (4)   Estimated cost by improvement type.
   (D)   Location map of requested improvements to be included in the SAD.
   (E)   Owners and neighborhood associations which may be affected by the SAD.
   (F)   Fiscal impact analysis to include an examination of the financial strength and feasibility of property included within the SAD to support and pay the special assessments as set forth in this article, the fiscal impacts of the SAD on the city's Capital Improvement Program and the city's operating budget including interest costs on estimated fund advances by the city in connection with the SAD prior to delivery of the bonds to finance the SAD improvements.
   (G)   Financing plan to include proposed bond underwriter, bond structure and credit enhancement requirements.
   (H)   An estimated timetable for establishing the SAD and constructing the improvements including estimated timeframes for City Council approval of the required resolutions and ordinances to create the SAD and to issue and deliver the bonds to finance the SAD improvements.
