In the event a newsrack remains empty for a period of 30 continuous days, the same shall be deemed abandoned, and may be treated in the manner as provided in § 6-7-7 for newsracks in violation of the provisions of this article. The Mayor shall send a certified letter to the owner of the newsrack if an address is affixed to it; the letter shall indicate how the newsrack can be reclaimed and the amount of the impound fee.
