In order to minimize paper from newsracks blowing onto the public right-of-way and becoming refuse, newsracks shall contain an effective system to prevent the wind from blowing publications out of the newsrack. For newsracks hereafter installed on the public right-of-way, they shall be constructed with solid walls on all six sides and a door which is self closing.
