(A) Street Classification. Sidewalk designs are partially set by street classification. This classification is set by the Long Range Roadway System Map, a map adopted by the Metropolitan Transportation Board of the Mid Region Council of Governments.
(B) Sidewalk Width. The minimum clear path designated for pedestrians.
(1) Sidewalks shall be a minimum of six feet wide when adjacent to:
(a) An arterial street;
(b) A collector street;
(c) A major local street; or
(d) A local street that abuts:
1. The grounds of schools or churches; or
2. Land zoned for a residential density greater than allowed in the R-T (Residential Townhouse) zone district.
(2) Sidewalks shall be four feet wide adjacent to a local street other than those included in division (B)(1) above.
(C) Sidewalk Location.
(1) On arterial streets, sidewalks shall be located within the right-of-way and the street side of the sidewalk shall be set back 12 feet from the back of the curb.
(2) On collector, major local, and local streets, sidewalks shall be placed within the right-of-way and the street side of the sidewalk shall be set back a minimum of 6 feet from the back of the curb.
(D) Where sufficient right-of-way is not available, the Mayor may set a special sidewalk location standard within the right-of-way.
(E) Transverse Slope. The transverse slope of the sidewalk and landscape/buffer area shall be no greater than a ratio of 1:50 or 2%, sloping toward the street.
(F) Materials. All sidewalk design plans submitted must specify the materials to be used and any such material shall conform to the performance standards for sidewalk materials as established by the Mayor.
(G) Site preparation and Inspection. The Street Maintenance Engineer shall be given at least one work day notice before any material is placed in order that an inspection may be made of the subgrade, the forms, and the spacing for expansion-contraction joints. The excavating and grading shall be smoothly and neatly done, and to the proper depth, all large stones, boulders, roots, other vegetation, and rubbish of every description being removed from the subgrade and the entire work made to conform to the profile and grade of the walk when finished. Soft, spongy or loamy areas in the subgrade must be removed, and the space refilled with stable material thoroughly compacted in accordance with the requirements of §§ 6-5-2-1 et seq., Street Excavation and Barricading.
(H) The person laying a sidewalk, drive pad, or curb ramp shall neatly and permanently affix to the sidewalk the name of the contractor or property owner laying the sidewalk and the month and year of the installation. Such information shall be approximately one-fourth to one-half square foot in size. The information shall be repeated every 50 running feet.
(I) The Mayor shall establish and promulgate other appropriate design and construction standards, standard details, and regulations for sidewalk, curb ramps, drive pads, curbs and gutters not inconsistent herewith or other applicable ordinances.
