The provisions of §§ 6-5-5-1 et seq. shall in no way preclude the city from establishing sidewalk assessment districts as may be provided for by the law. The design and placement of sidewalks, and/or streets, built in special assessment districts shall be done in accordance with the provisions of §§ 6-5-5-1 et seq. as shall all other sidewalks constructed by public agencies.
