§ 6-5-5-5 CONSTRUCTION PERMIT REQUIRED.
   It is unlawful for any person to lay, construct, or build any sidewalk, drive pad, curb ramp, or curb and gutter within the city, without securing a construction permit from the Mayor. Such permits are in addition to excavation permits required by §§ 6-5-2-1 et seq., Street Excavation and Barricading. Construction permits shall be either issued or denied within ten working days of the date of application for such construction permit. A denial shall be accompanied by reasons for such denial. Except for subdivision development projects and any capital construction projects of any governmental agency, permits shall be invalid if construction is not commenced within ten days of the issuance of the permit and construction shall be completed within 30 days from the issuance of the permit.
