Unless specifically exempted in writing by the Mayor, any person who conducts a trenchless excavation operation within a public right-of-way for any purpose whatsoever shall meet the following requirements:
(A) All trenchless excavations shall have a locator place markings to indicate the proposed route of the operation on the public place prior to requesting utility locating.
(B) All underground utilities will be located horizontally utilizing utility marks, or record drawings. All known or expected underground utilities will be shown on a scaled drawing along the proposed trenchless excavation route, which shall be submitted by the applicant with the excavation permit request.
(C) All underground utilities within the route of the trenchless excavation operation will be vertically located by pot holing prior and/or during the excavation.
(D) There shall be a minimum of a 12 inch separation between all utilities and the trenchless excavation tool, unless agreed to by the utility owner.
(E) The trenchless excavation shall have a locator place bore marks while the bore is in progress. Locator shall place a mark at every twenty feet indicating horizontal location.
(F) Backfilling all excavations bore pits, potholes, trenches or any other holes shall be completed daily, unless other safety requirements are approved by the city.
(G) Other methods of trenchless excavation such as use of a hole hog are not allowed unless there are no underground utility conflicts within 36” in all directions.
(H) The use of trenchless excavation, including potholing, does not relieve the permittee from payment of any other required fees.
