The issuance of excavation permits is a privilege, not a right. All excavation permits are date specific and location specific. The applicant must only excavate in the permitted area on the permitted days. Applicant shall begin work at the site indicated upon the permit, within seven days from the date the permit is issued. If no work is started at the permitted site within that period, the permit shall be closed, with no reimbursement of fees, unless applicant has previously notified the city in writing of delay in the work. In such cases, permit fees will be carried forward to a new permit. If applicant did not notify the city, the applicant shall obtain a new permit, including payment of required fees before any work is started.
