(A) All material excavated and piled adjacent to the excavation or in any public place, must be piled and maintained so as not to endanger the public and the workers in the excavation and so as to cause as little inconvenience as possible to those persons using the public place and adjoining property. Approved traffic controlled devices shall be used to protect the public from any excavated material stored in or near the public right-of-way. Excavated material may not be used as a barricade.
(B) Each applicant must conduct and carry out excavation work in such manner as to avoid unwarranted inconvenience or annoyance to the public and occupants of neighboring property.
