(A) Every person required to obtain an excavation permit by §§ 6-5-2-1 et seq. must meet the requirements of § 6-5-2-3, and make written application to the Mayor on forms provided by the Mayor prior to the performance of any work. The written application must state the name, telephone number, address, and principal place of business of the applicant; the name of the barricading contractor; New Mexico One Call line spot number, an estimate of the location and dimension of the installation or removal for which the excavation is to be made; the purpose of the infrastructure and the estimated length of time (calendar days) which will be required to complete such work, including backfilling said excavation and removing all obstructions, material, and debris, and the owner of the Infrastructure to be installed. The approved permit shall be the authorization for the applicant to occupy the public place for which the permit was sought. Normally this permit will be issued within 48 hours.
(B) In the event of an emergency, excavations may be made without first obtaining a permit provided that each person so making an excavation file his application for permit during the first normal working day of the city immediately following the date of the commencement of excavation.
(C) If the applicant intends to use explosives as part of the requested activity, the applicant shall provide the Mayor with a copy of the blasting permit and the blaster’s license prior to the permit issuance.
