(A) Authority Granted. No Property Right or Other Interest Created. A permit from the city authorizes an applicant to undertake only certain activities in accordance with this article, and does not create a property right or grant authority to the applicant to impinge upon the rights of others who may already have an interest in the rights-of-way.
(B) Permit Duration. Any work described in a permit granted pursuant to this article shall be completed within 180 days of the permit issuance date unless the city and applicant agree to extend this period due to delay caused by the lack of commercial power or communications facilities. Subject to applicable relocation requirements and applicant's right to terminate a permit at any time, a permitted location is valid for a period of ten years, and must be renewed for successive ten-year terms so long as the wireless provider is in compliance with the other requirements in this article as of each extension date.
