Purchases of goods, services and construction for any amount where advertising and the solicitation of offers would entail unnecessary and detrimental delay and loss to the city, may be made by the Central Purchasing Office, or CIP, at the best obtainable price in accordance with procedures approved by the City Purchasing Officer or the CIP Official, whichever applies. Complete documentation of all proposed prices submitted by offerors must be maintained in the Central Purchasing Office, or CIP, for public inspection.
