(A) The Mayor or his designated representative shall immediately inventory and record any unclaimed personal property which a finder leaves in the possession of the city.
(B) The city shall attempt to return any unclaimed personal property in its possession to the true owner. Public notice shall not be required, except for notice of sale of property.
(C) If, prior to disposition of the property as provided for in this article, the true owner identifies the personal property and offers strict proof of identity and ownership of such property, the personal property shall be returned to its true owner. The Mayor shall cause appropriate procedures to be developed to assure that proper proof of identity and ownership of property is required.
