(A) The Mayor shall determine whether the life-cost analysis prepared provides an adequate basis for selecting an energy system. The Mayor shall examine whether realistic life-cycle costs have been used for each proposed energy system and whether such costs take full account of probable price increases for fuels, labor and materials.
(B) The Mayor shall select the energy system on the basis of the life-cycle cost analysis and any recommendation which was made included therein.
