§ 5-3-3 LIFE-CYCLE COST ANALYSES REQUIRED.
   (A)   The Mayor shall cause a life-cycle cost analysis to be prepared for any new city building and any remodel or retrofit project greater than 5,000 square feet. This analysis shall also apply to lease or purchase option considerations. The life-cycle analysis shall be made utilizing a city approved method. Computer energy modeling shall be required (Refer to City Life-Cycle Analysis Reference Manual for approved software programs and Life-Cycle methodologies) for facilities 10,000 square feet or greater. Conservational mechanical and electrical energy systems shall be considered. Considerations shall be given to interior and exterior lighting and to the building envelope, including but not limited to building orientation, shape, landscape to take advantage of wind protection and sun shading of trees and other vegetation, amount of glazing, shading, color, and insulating values of various building materials. For all analysis options, the maintenance requirements and city capabilities shall be a weighted factor in the final appraisal. Where several different energy systems could accomplish a given function, a life-cycle cost analysis of at least two systems shall be prepared. City contracts for professional design services shall require the design professional to perform a life-cycle cost analysis. The life-cycle cost analysis may include recommendations by the design professional for an energy system. The life-cycle analysis shall be submitted to the Mayor at the end of the schematic design phase. As part of the review process the firm or person with the contract to perform professional design services shall meet with the city to explain the life-cycle analysis, and the various energy options available for the final design.
   (B)   For buildings 10,000 square feet or greater, which the city is considering purchasing or leasing, a life-cycle energy cost analysis, acceptable to the city, shall be provided at no cost to the city, by the owner of the premises at the time the building or portion thereof is presented to the city.
