For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BUILDING. Any structure which requires an energy system.
ENERGY SYSTEM. Any system utilizing electricity, natural gas, alternative, or renewable energy sources and any energy conservation elements of the building.
LIFE-CYCLE COST ANALYSIS. An estimate of the total cost of any energy system for a building for the estimated design life time of the building including, but not limited to, the initial cost of the system, annual operating and maintenance costs, site development, structural, architectural (including finish materials), plumbing, mechanical and electrical systems.
MAYOR. The Mayor or the Mayor's designated representative.
REMODEL PROJECT. Any modification to the building which requires building envelope modifications, interior functional changes, mechanical system modifications and electrical system modifications.
RETROFIT PROJECT. Any replacement or upgrade to the building's mechanical and electrical systems.
