(A) The City Council finds that the city has acquired and already owns parcels of land abutting or adjoining private property, city property or streets, which parcels are not currently used for vehicular traffic or for foot traffic and may from time to time have incidental uses.
(B) Such acquisition is consistent with good planning since it provides space for enlarged traffic facilities, utility facilities and other installations which will be required as needs develop. Acquisition by the city permits owners of abutting properties to plan, design and use their properties economically and avoids the costs of destruction, razing and rearrangement of facilities from time to time. Maintenance of such property in a safe condition, free of weeds and trash is a responsibility of the city expensive to discharge and difficult to supervise and will so continue until the properties involved are committed to more active public use.
