The tax imposed pursuant to §§ 4-3-6-1 et seq. shall not be effective until approved by the majority of registered voters voting on the question at a special election to be held on a date set by the Council and pursuant to the provisions of the City Charter and of the Municipal Election Code. The special election shall be conducted by all-mailed ballot in accordance with the Mail Ballot Election Act. (Sections 1-23-1 to 1-23-7 NMSA 1978.)
