The excise tax imposed in § 4-3-3-1 is hereby repealed effective eight years after the effective date of the tax. The administration shall prepare an appropriation request to be submitted to the City Council concerning the use of the funds remaining after the Quality of Life Plan, contained in Resolution Number 89-1987, has been completed.
