Revenue from the municipal gross receipts tax will be used for the purposes listed below:
(A) Police Department expansion, to include capital and recurring costs associated with additional officers;
(B) Open space purchase of critical areas as approved by the City Council; improvement of the open space in the Rio Grande State Park;
(C) Transportation capital improvements for major arterials and associated landscaping and bikeways as designated in the Long Range Major Street Plan, all as approved by the City Council;
(D) Storm drainage capital improvements and associated maintenance as approved by the City Council;
(E) Cultural and recreational facilities to include and limited to acquisition of land, design, construction and associated roads, transit, parking and infrastructure for a multi-use/hot air balloon park, balloon and science museums, aquarium and associated aquatic park and botanical gardens, all as approved by the City Council; and
(F) Debt service, endowment and trust funds and appropriations for the purpose of implementing and operating projects and programs which support or are initiated with revenues generated from this municipal gross receipts tax, as specified above in this section.
