For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
EMPLOYEE. Any person who is an officer or employee of the city and whose salary is paid either completely or in part from public money.
MAYOR. The Mayor or his authorized representative.
PUBLIC OFFICER. Every elected or appointed officer of the city.
