The accrued vacation leave, sick leave and longevity credit of any employee who transfers from employment with the Albuquerque Bernalillo County Water Utility Authority to the city shall be transferred to the city for the employee's benefit, subject to the employee electing to transfer such benefits. The city shall transfer the benefits and assume all liability for payment of the benefits. Transfers between the Albuquerque Bernalillo County Water Utility Authority and the city are not to be considered a break in service for seniority purposes within either organization. The provisions of this section shall not apply to the city unless the Albuquerque Bernalillo County Water Utility Authority is following the same policy with respect to employees transferring from the city to the Authority.
