§ 2-6-13-2 APPOINTMENT AND ASSIGNMENT OF DISTRICTS.
   (A)   The following positions and districts are hereby created for the Board:
      (1)   One member to represent the segment of Central Avenue from the Western city limits to Coors Boulevard.
      (2)   One member to represent the segment of Central Avenue from Coors Boulevard to the Rio Grande.
      (3)   One member to represent the segment of Central Avenue from the Rio Grande to 8th Street.
      (4)   One member to represent the segment of Central Avenue from 8th Street to University Boulevard.
      (5)   One member to represent the segment of Central Avenue from University Boulevard to Carlisle Boulevard.
      (6)   One member to represent the segment of Central Avenue from Carlisle Boulevard to San Pedro Road.
      (7)   One member to represent the segment of Central Avenue from San Pedro Road to Wyoming Boulevard.
      (8)   One member to represent the segment of Central Avenue from Wyoming Boulevard to Elizabeth Street.
      (9)   One member to represent the segment of Central Avenue from Elizabeth Street to Tramway Road.
      (10)   Two members to represent the segment of Louisiana Boulevard from Central Avenue to Indian School Road and the area within the boundaries of the Uptown Sector Development Plan Area for the purpose of issues relating to the ART Transit Line.
   (B)   For the original appointments and to fill vacant positions, the Councilor from the City Council District that overlays a particular Board District will submit two nominees to the Mayor and the Mayor shall select one of these to serve on the Board. Where two City Council Districts overlay a particular Board District, each Councilor will submit one nominee to the Mayor and the Mayor shall select one of those to serve on the Board. If the Mayor fails to deliver his recommendation to the Council within 30 days of submission, the Councilor of that District shall make the appointment with the advice and consent of the Council.
   (C)   Each nominee must either own property or a business or manage a property or an existing business within the District they are nominated to represent. The nominee must reside within the boundaries of the Albuquerque Metropolitan Statistical Area as designated by the United States Census Bureau.
   (D)   Each board member may only serve a maximum of two consecutive four year terms.
   (E)   The two board members serving on the Advisory Board who represent the segment of Louisiana Boulevard from Central Avenue to Indian School Road and the area within the boundaries of the Uptown Sector Development Plan Area shall only vote on matters relating to the ART Line.
