A New Mexico Veterans Memorial Review Committee (VMRC) is hereby created.
(A) Membership. The Committee shall be composed of five (5) members as designated by the group they represent: the United Veterans' Council of Greater Albuquerque, the New Mexico Veterans Memorial Foundation, the Mayor's Liaison to Veterans and Military Affairs, the Albuquerque Arts Board and the Architect of Record for the New Mexico Veterans Park. Additionally, ex-officio members shall include a New Mexico Licensed Engineer, a representative of the Parks and Recreation Department and the Public Art Urban Enhancement Program Manager.
(B) Selection of Committee Members. A representative from the United Veterans' Council of Greater Albuquerque, the New Mexico Veterans Memorial Foundation, the Mayor's Liaison to Veterans and Military Affairs, the Albuquerque Arts Board and the Architect of Record for the New Mexico Veterans Park shall be selected by the respective organization through a process established by each organization represented.
(C) Terms of Service. Each representative of the organizations listed shall serve on the VMRC until the term expires with the respective organization.
(D) Duties and Powers of the Committee. The VMRC shall develop criteria with which to evaluate complementary Memorial and Memento proposals including but not limited to who may submit requests for a Memorial or Memento and guidelines relating to content, size, design, location, maintenance plans and funding.
(E) Chairperson. The Chairperson of the Committee shall be selected annually by a vote of the Committee.
(F) Staffing. The Public Art Urban Enhancement Program of the Cultural Services Department shall provide staff support to the VMRC.
