In addition to the general conditions as stated herewithin, and subject to the limitations imposed by the vehicle trip allocation table in section 099-13 of this ordinance, the following land use design criteria shall apply to the areas as designated on the specific plan map on file in the city. The specific plan map on file with the city delineates parcels of the specific plan as A through C. The following development standards and use regulations shall apply to the respective development parcels:
A. Parcels A And C: The use regulations and provisions set forth in title 9 of the city code for medium density residential district (RM-12) as permitted (P) or permitted conditionally shall apply to any development proposal for all property within these parcels as shown on the specific plan map, unless otherwise noted in this ordinance.
1. Land Uses:
a. All permitted (P) uses allowed per zoning unless otherwise modified within this ordinance shall be permitted with the approval of the appropriate review body.
b. All permitted conditional (Pc) uses allowed per zoning unless otherwise modified within this ordinance may be allowed with the approval of the appropriate review body.
c. The following permitted (P) and permitted conditional (Pc) land uses shall be prohibited in areas A and C:
SIC 7041 | Organization hotels and lodging on a membership basis. |
SIC 8351 | Child and daycare services which are not ancillary to primary use. |
SIC 01 | Agricultural production - crops. |
SIC 7991 | Physical fitness facilities which are not ancillary to primary use and intended for residents within the building. |
SIC 7997 | Membership sports and recreation clubs. |
All uses identified in section 9-5-8, tables 5.5, 5.6, and 5.7 of the city code. |
2. Density:
a. Parcels A and C shall be allowed a maximum density of twelve (12) dwelling units per acre including that area that is dedicated for public street rights of way.
(1) Parcel A shall not exceed sixty one (61) dwelling units. Said units shall be dedicated to senior housing (SIC 805) unless off street parking within the site is provided in accordance with the following:
(A) 1.5 spaces per unit for each efficiency apartment;
(B) 2.0 spaces per unit for each one or two (2) bedroom units;
(C) 2.5 spaces per unit for each three plus (3+) bedroom units;
(D) One space per three hundred (300) square feet gfa for lease management offices; and
(E) One space per one hundred (100) square feet gfa for a building or portion of building designated for multipurpose recreational uses.
(2) Parcel C shall not exceed ten (10) dwelling units.
3. Area C: Unless otherwise waived by the property owner, if a single-family dwelling still exists on the property immediately to the south of area C when area C develops, zoning district compatibility and transitioning shall be provided as specified in subsection 9-5-7C of the city code.
B. Parcel B:
1. Land Uses: Uses within this parcel shall be those set forth in title 9 of the city code for regional commercial (RC) district as permitted or permitted conditionally except as modified below:
a. All permitted (P) uses allowed per zoning unless otherwise modified within this ordinance shall be permitted with the approval of the appropriate review body.
b. All permitted conditional (Pc) uses allowed per zoning unless otherwise modified within this ordinance may be allowed with the approval of the appropriate review body.
c. The following size and use limitations shall apply to the following uses:
SIC 4783 | Packing and crating: Intended for establishments which provide mail and package drop-off services to the general public and businesses on a small scale; therefore, shall not exceed three thousand (3,000) square feet gfa of occupancy space. |
SIC 5812 | Restaurants, including fast food with drive-throughs shall only be allowed if the total expected vehicle expected trip generation for average daily traffic, A.M. peak, and P.M. peak when all buildings within area B have been developed is less than or equal to the trip generation allocations indicated in section 099-13 of this ordinance for area B. |
d. The following permitted (P) and permitted conditional (Pc) land uses shall be prohibited in area B:
SIC 01 | Agriculture production - crops. |
SIC 0752 | Boarding services with kennels, no outside runs. |
SIC 076 | Farm labor and management services with outdoor facilities, equipment, and/or materials. Offices only shall be allowed. |
SIC 0781 | Landscape counseling and planning with outdoor facilities, equipment, and/or materials. Office only shall be allowed. |
SIC 4522 | Heliport/helistop. |
SIC 48 | Communications. |
SIC 49 | Electric, gas and sanitary services. |
SIC 541 | Convenience stores. |
SIC 55 | Automotive dealers and service stations. |
SIC 5932 | Pawnshops. |
SIC 5999 | Adult entertainment establishment (films, books, magazines, sexually oriented merchandise). |
SIC 5999 | Monument and tombstone stores. |
SIC 6141 | Personal credit institutions (including check and cash agencies and delayed deposit services businesses). |
SIC 75 | Automotive repair, services and parking, except SIC 7542. |
SIC 7699 | Recreational vehicle repair services and miscellaneous automotive repair services. |
SIC 8063 | Psychiatric hospitals. |
SIC 8069-0100 | Substance abuse hospitals. |
SIC 8322-0400 | Rehabilitation services. |
SIC 8322-99xx | Individual and family services, not elsewhere classified. |
