§ 34.050 HIRING STANDARDS.
   (A)   Generally. Any person employed as a part-time officer must meet the following standards;
      (1)   Be of good moral character, of temperate habits, of sound health, and physically and mentally able to perform assigned duties;
      (2)   Be at least 21 years of age;
      (3)   Pass a medical examination;
      (4)   Possess at a minimum high school diploma or GED certificate, and shall be able to complete a course of basic police instruction of at least 400 hours, or as may hereafter be recommended under the standards of the State Law Enforcement Training and Standards Board, within one year of employment;
      (5)   Shall be able to pass the POWER Test as defined by the State Law Enforcement Training and Standards Board;
      (6)   Shall have submitted to and passed a background investigation, including a fingerprint screening through appropriate state and federal sources;
      (7)   Possess no prior felony convictions or other crime involving moral turpitude;
      (8)   Possess a valid State of Illinois driver’s license;
      (9)   Any individual who has served in the U.S. military must have been honorably discharged; and
      (10)   Shall be recommended by the Chief of Police and approved by the City Council. The city is an equal opportunity employer.
   (B)   Duties. A part-time-police officer shall have all the responsibilities of a full-time officer and such specific duties as delineated in the General Orders of the City Police Department Police Manual, but the number of hours a part-time officer may work within a calendar year is restricted. Part-time officers shall not be assigned to supervise or direct full-time police officers. Part-time officers shall be trained in accordance with the Illinois Police Training Act (50 ILCS 705/1 et seq.) and the rules and requirements of the ILETSB.
   (C)   Discipline. Part-time officers shall be under the disciplinary jurisdiction of the Chief of Police. Part-time officers serve at the discretion of the city authorities, shall not have any property rights in said employment and may be removed by the city authorities at any time as outlined in the city police manual. Part-time officers shall comply with all applicable rules and general orders issued by the City Police Department.
