ADOPTING ORDINANCE
ORDINANCE NO. 15-08
AN ORDINANCE ENACTING A CODE OF ORDINANCES FOR THE CITY OF VIENNA, ILLINOIS REVISING, AMENDING, RESTATING, CODIFYING, AND COMPILING CERTAIN EXISTING ORDINANCES OF THE CITY OF VIENNA
WHEREAS, the Corporate Authorities of the City of Vienna find that the ordinances of the City of Vienna are currently inadequately arranged and classified making it inefficient and unduly laborsome to research current municipal law and regulation within the City of Vienna; and
WHEREAS, Section 1-2-3 of the Illinois Municipal Code (65 ILCS 5/1-2-3) empowers and authorizes the City of Vienna to revise, amend, restate, codify and compile existing ordinances into one ordinance in book form; and
WHEREAS, the Corporate Authorities of the City of Vienna have reviewed and studied a draft codification of the ordinances of the City of Vienna and have authorized a general compilation, revision, and codification of the ordinances of the City of Vienna; and
WHEREAS, the Corporate Authorities of the City of Vienna find that said codification or comprehensive revision of the City’s ordinances represents an accurate and complete statement or publication of the ordinances now in effect in the City of Vienna, Illinois; and
WHEREAS, the Corporate Authorities of the City of Vienna find that the public will be served by the adoption of a codification of its ordinances in book form; and
THEREFORE, BE IT ORDAINED by the Vienna City Council and the Mayor of the City of Vienna, Illinois:
Section 1. The ordinances of the City of Vienna as revised, amended, restated, codified, and complied in book form are hereby adopted as and shall constitute the “Code of Ordinances of the City of Vienna, Illinois.”
Section 2. Such Code of Ordinances as adopted in Section 1 shall consist of the following Titles:

Section 3. All prior ordinances pertaining to the subjects treated in such Code of Ordinances shall be deemed repealed from and after the effective date of this ordinance except as they are included and reordained in whole or in part in such code; provided, such repeal shall not affect any offense committed or penalty incurred or any right established prior to the effective date of this ordinance, nor shall such repeal affect the provisions of ordinances levying taxes, appropriating money, annexing or detaching territory, establishing franchises, or granting special rights to certain persons, authorizing public improvements, authorizing the issuance of bonds or borrowing of money, authorizing the purchase or sale of real or personal property, granting or accepting easements, plat or dedication of land to public use, vacating or setting the boundaries of streets or other public places, nor shall such repeal affect any other ordinance of a temporary or special nature pertaining to subjects not contained in or covered by the Code.
Section 4. That the City Clerk is authorized and directed to file a copy of such Code of Ordinances in the Office of the Clerk and shall cause copies of the same to be made available to the public for inspection and copying at Vienna City Hall.
Section 5. That this ordinance shall take effect 30 days after its passage, approval, and publication as provided by law.

I, Aleatha Wright, Clerk of the City of Vienna, Johnson County, Illinois, do hereby certify that I am the legal custodian of the records and ordinances of said City of Vienna; that the foregoing is a true and complete copy of Ordinance 15-08 of said City of Vienna, being an Ordinance Enacting a Code of Ordinances for the City of Vienna, Illinois Revising, Amending, Restating, Codifying, and Compiling, Certain Existing Ordinances of the City of Vienna was fully passed and approved by the City Council of said City of Vienna at a meeting held on September 2, 2015; that the same was approved and signed by Jon Simmons, Mayor of the City of Vienna and that said Ordinance is now in full force and effect; all as appears from the records and file of said office.
