34.13 Review of Fire Department
The Fire Department of the city shall consist of the Fire Chief, who shall be the Director of the Fire Department, an Assistant Fire Chief, who shall be the Director of the Fire Department in the absence of the Fire Chief, a Chief Engineer, and such numbers of Captains and Lieutenants, other officers and firefighters as deemed necessary by the Fire Chief for the efficient operation of the Department.

The Chief of the Fire Department shall be appointed by the Mayor and approved by the City Council. The Chief of the Fire Department shall take the same oath and be commissioned by the Mayor as are other officers of the city. He shall be the commanding officer of the Fire Department and all the members thereof, subject only to the orders of the Mayor and City Administrator. The Fire Chief shall have charge of all the fire apparatus of the city, and shall select the personnel and officers for the Department, to be approved by the City Council. The Fire Chief manages human resource and financial administration functions of the Department in coordination with the City Administrator, City Attorney and Treasurer. The Fire Chief, with the approval of the City Council, prescribes departmental policies and rules as may be necessary to the discipline and efficiency of the fire service.

Before assuming the duties of his offices, the Chief shall execute to the city a bond in an amount approved by the City Council, with security to be approved by the Mayor, conditioned that they will faithfully account for and take care of all property of the city entrusted to his care, and return the same to the city upon expiration of his term of office.
