§ 10.33.010   Purpose.
   The purpose of the Small Lot Residential District (R-1-4) is to provide living areas within the city where development is proposed to achieve compact development with lot sizes in the range of 3,200 sq. ft. to 4,000 sq. ft.

§ 10.33.020   Objectives.
   The objectives of the Small Lot Residential district are:
   (A)   Thee development of compact single-family residential neighborhoods at densities typically in the six to eight units per acre range;
   (B)   The development of compact residential neighborhoods that exhibit high standards of design that are within close proximity to private or public parks or amenities;
   (C)   To provide for a compact development with narrow lot widths that minimize the dominate characteristics of garages on the streetscape; and
   (D)   To provide for an additional housing type and address issues of affordability.

§ 10.33.030   Application and fee.
   (A)   An application for a small lot residential development shall be made to the Development Services Department, Planning Division, on a form prescribed by the Department. A fee set by resolution of the City Council shall accompany the application.
   (B)   The following applications are required for a small lot residential development:
      (1)   A conditional use permit application; and
      (2)   A zone amendment application to rezone the property to R-1-4.

§ 10.33.040   Applicability to General Plan and Official Zoning Map.
   A small lot residential development may be located on any land designated residential, except rural residential, on the General Plan Land Use map. Where approved, Small Lot Residential developments shall be designed as R-1-4 on the Official Zoning Map.

§ 10.33.050   Findings.
   (A)   The following findings shall be made for small lot residential developments:
      (1)   That the proposed project is consistent with the purpose and objectives of this chapter and the zone district in which the project is located;
      (2)   That the proposed project will not be detrimental to the public interest, health, safety or welfare or materially injurious to properties or materials injurious to properties or improvements in the vicinity; and
      (3)   That the proposed project is consistent with the Tulare General Plan.
   (B)   That development of RM zoned properties to small lot residential development will not materially affect the supply of vacant land zoned for multi-family rental development. For the purposes of making this finding, the availability or supply of a minimum of vacant 60 acres zoned for multi-family residential development (R-M zoning) would not be considered to materially affect the supply of vacant land zoned for multi-family rental development.
