§ 10.12.010 Authority.

   This title is the primary tool for implementing the goals, objectives and policies of the Tulare General Plan and the Subdivision title. The authority to execute this title shall be vested with the City Council, Planning Commission and other named city officials and public bodies.

§ 10.12.020 City Council.

   (A)   The City Council shall be the final authority on zoning ordinance amendments, appeals, general plan and specific plan amendments, development agreements, subdivisions and other permit procedures that may be included in or added to the title, except as otherwise specifically provided for in this title.

   (B)   The City Council shall be responsible for appointing persons to the Planning Commission and other decision-making bodies that may be named in the title.
