The purpose of the Rural Residential (R-A) district is to provide living areas within the city where development is limited to very low density concentrations of one-family dwellings; where limited numbers of livestock may be raised and crops may be grown, and where regulations are fashioned to promote and encourage a suitable environment for family life on large parcels of land.

The following uses are permitted in the R-A district and require no other planning approval other than to ensure that any such development conforms to the standards of this chapter.
(A) One-family dwelling;
(B) Licensed small family day care home (eight or fewer children);
(C) Licensed group care homes (six or fewer persons);
(D) Community care facility (six or fewer persons);
(E) One manufactured home, subject to the requirements contained in § 10.28.050;
(F) Raising of fruit and nut trees, vegetables and horticultural specialties;
(G) Breeding, hatching, raising and fattening birds, rabbits, chinchillas, hamsters, other small animals and fowl, on a domestic noncommercial scale; provided that there shall not be less than 1,000 square feet of site area for each fowl or animal; and provided that no structure housing poultry or small animals shall be closer than 50 feet to any property line, closer than 25 feet to any dwelling on the site, or closer than 50 feet to any other dwelling;
(H) The raising of livestock, except pigs of any kind, subject to the exception that not more than two horses or two cows or four sheep or four goats for each acre of site shall be permitted; provided that there shall be no limitation on the number of livestock permitted on a site with an area of ten acres or more; and provided that no stable shall be located closer than 50 feet to any property line, or dwelling on the site, or closer than 100 feet to any other dwelling;
(I) Home occupations, subject to the requirements contained in Chapter 10.124, Home Occupation Permits;
(J) Accessory structures, subject to the requirements contained in Chapter 10.204, Accessory Structures, including private garages and carports, one guest house, storehouses, garden structures, green houses, recreation rooms and hobby shops, antennas and swimming pools;
(K) Temporary subdivision sales offices;
(L) A second residential unit, subject to the requirements contained in Chapter 10.144, Second Residential Units; and
(M) Housing for six of fewer employees.

The following uses shall be permitted upon the granting of a conditional use permit, in accordance with the provisions of Chapter 10.116, Conditional Use Permits.
(A) Licensed large family day care home (nine or more children);
(B) Licensed group care home (seven or more persons);
(C) Community care facility (seven or more persons);
(D) Nursery school;
(E) Public and quasi-public uses of an educational or religious type, including public and parochial elementary schools, junior high schools, high schools and colleges; nursery schools; private nonprofit schools and colleges; churches, parsonages, parish houses, monasteries, convents and other religious institutions, except tent revivals;
(F) Private noncommercial clubs and lodges; private or public golf courses; including the sale of alcoholic beverages;
(G) Public uses of an administrative, recreational public service or cultural type including city, county, state or federal administrative centers and courts, libraries, museums, art galleries, police and fire stations and other public buildings, structures and facilities; public playgrounds, parks and community centers;
(H) Major transmission lines, electric distributions substations, gas regulator stations, public service pumping stations and communications equipment buildings;
(I) Mobile home parks and mobile home developments, subject to the requirements contained in Chapter 10.200, Mobile Home Parks;
(J) Cemeteries, columbariums and crematoriums;
(K) Kennels and veterinary hospitals; and
(L) Outdoor assemblies in compliance with § 10.168.080.
