Each small lot residential development shall submit a conditional use permit application for approval by the Planning Commission. Each small lot residential development shall comply with the following:
(A) Consistency with any adopted small lot residential guidelines. The Planning Commission may at its discretion implement those guidelines or vary those guidelines in order to achieve creative or unique housing styles consistent with the overall goal of providing a high quality compact neighborhood.
(B) All units shall be built on site.
(C) Architectural detail and setbacks may be required to vary in order to avoid repetitive design.
(D) Guest parking shall be provided for development of 20 units or more at a ratio of one guest space per five units.
(E) Each unit that proposes “common” wall with an adjacent unit shall have independent walls, attic separation, water meters and sewer laterals.
(F) Utility infrastructure should be located in areas that are not highly visible from public streets.
(G) Private streets may be allowed with 36 feet curb to curb and a six-foot adjacent sidewalk for a total right-of-way of 48 feet.
(H) Where private streets and common areas are proposed, a homeowner’s association or similar entity shall be established.
(I) Small lot residential developments accessing a central courtyard area serving no more than six units shall provide a driveway width of 20 feet in addition to any garage apron and landscape setback.
