The the Galveston County Animal Resource Center shall prepare a card upon which shall be recorded the name of the person receiving an identification tag under § 95.017 of this chapter, his or her address, a description of the animal for which a tag is issued and the date of inoculation. The card shall be kept in such a place as to be readily available to the Galveston County Animal Resource Center for inspection.

It shall be unlawful for any person to so affix, attach or secure on or to any dog or cat any tag, rope, collar or harness or other article in such a manner as to cause the animal pain or suffering.

(A) Generally. The owner of any impounded dog or cat shall have the right to redeem the dog or cat upon payment to the poundmaster of the sums provided for in the County Health District regulations for each dog or cat redeemed, in addition to the tax or fine, if any.

(B) Destruction of unredeemed animals.
(1) All impounded dogs or cats shall be redeemed in accordance with County Health District regulations.
(2) All impounded dogs or cats not redeemed in accordance with such regulations shall be destroyed.

(C) Vaccination of redeemed animals. All dogs or cats redeemed at the pound must be immediately vaccinated against rabies as provided in this subchapter.

No owner or keeper of any dog shall permit the dog to run at large within the corporate limits of the city.

(A) Any dangerous or vicious dog or dog having dangerous or vicious propensities and tendencies found at large after the owner thereof has previous knowledge or notice that such dog is dangerous or vicious or has dangerous or vicious propensities and tendencies may be killed by any police officer of the city without the officer having to catch or impound such dog.
(B) If any dog bites or attempts to bite any person while the dog is at large, then the dog shall be conclusively presumed to be a dangerous dog and a dog of dangerous propensities and tendencies.
(C) If any dog attacks or attempts to attack any other dog or other animal while such dog is at large, or chases or otherwise attempts to catch a person, then the dog shall be conclusively presumed to be a vicious dog and to have vicious propensities and tendencies.
