It shall be unlawful for any person to drive any motor vehicle in excess of 15 mph upon any street located within any public park located in the city.

(A) Park hours will be posted at each park in the city stating the hours that each park is open to the public. In the event no signs are posted at a particular park, that park will be closed from 10:00 p.m. to 7:00 a.m. each day. The only exception to the hours posted or stated herein is for activities that have been approved by the City Recreation and Tourism Director or his or her agent.
(B) Any person entering a city park between prohibited hours will be in violation of this section, unless extended hours have been previously approved by the City Recreation and Tourism Director.

The Recreation and Tourism Director shall have authority to prescribe written rules and regulations for the administration of the Department and for the orderly use of the parks and recreational facilities; provided that, such regulations do not conflict with valid laws or ordinances. A copy of such rules and regulations shall be maintained for public inspection in the offices of the Recreation and Tourism Director. The Recreation and Tourism Director is authorized to include provisions that govern the use of parks and recreational facilities by the public and may prescribe such rules and regulations that promote the healthful and generalized use of these facilities, including the Texas City Dike, which will have its own rules and regulations including hours, fees and use.

It shall be unlawful for any person, other than a certified peace officer, to carry a firearm in any city park, regardless of whether or not the person is duly licensed by the state to carry a concealed handgun.

It shall be unlawful for any person to intentionally or knowingly use a skateboard, roller skates or in-line skates, in or upon any prohibited area of a city park, building or facility, as determined by the Director of Recreation and Tourism and designated by proper signage.

(A) It shall be unlawful for any person to camp, within the confines of any public park, public recreation area or city facility located in the city, without express permission by the Recreation and Tourism Director and it shall be in conjunction with approved events.
(B) Camping shall be defined to include sleeping or living overnight in a temporary, portable or mobile shelter or vehicle, including tent, but not excluding sleeping in the open air without a shelter.
