GENERAL PROVISIONS
§ 71.01 TRAFFIC-CONTROL SIGNAL; LEGEND.
   (A)   (1)   Whenever traffic at an intersection is controlled by traffic-control signals exhibiting colored lights or the words “go,” “caution” and “stop.”
      (2)   The lights and terms shall indicate as follows:
         (a)   Green or “go.” Traffic facing the signal may proceed, except that vehicular traffic shall yield the right-of-way to pedestrians and vehicles lawfully within a crosswalk or the intersection at the time the signal was exhibited.
         (b)   Yellow or “caution.” When shown alone following the green or “go,” traffic facing the signal shall stop before entering the nearest crosswalk at the intersection unless so close to the intersection that a stop cannot be made in safety.
         (c)   Red or “stop.” Traffic facing the signal shall stop before entering the nearest crosswalk at the intersections or at other point as may bb designated and remain standing until green or “go” is shown alone.
   (B)   The operator of a vehicle (or bus) intending to turn to the left at an intersection where traffic is controlled by traffic-control signals or by a police officer shall proceed to make the left turn with proper garb to avoid accident and only upon the “go” signal unless otherwise directed by a police officer.

OPERATION REGULATIONS
§ 71.15 DRIVING ON RIGHT SIDE OF STREET.
   Upon all streets and other public roadways, the operator of a vehicle shall drive the same upon the right-half of the roadway, and the operator of a slowly moving vehicle shall drive the vehicle as close as possible to the right-hand edge or curb of the roadway unless it is impracticable to travel on the side of the roadway and except when overtaking and passing another vehicle.

§ 71.16 OVERTAKING OTHER VEHICLES.
   Vehicles proceeding in the same direction shall pass to the left thereof and shall not again drive to the right of the roadway until the roadway is reasonably clear of the overtaken vehicle. It is the duty of the operator of the overtaking vehicle to sound audible and suitable signal before passing a vehicle proceeding in the same direction. It is the duty of the operator of any vehicle about to be overtaken and passed to give to the right in favor of the overtaking vehicle on suitable and addible signal, given by or on behalf of the operator of the overtaking vehicle.

§ 71.17 TURNING AT INTERSECTIONS AND OTHER PLACES.
   (A)   Right turns. The operator of a vehicle intending to turn to the right at an intersection or into an alley or driveway shall approach the point of turning on that portion of the roadway nearest the right hand edge or curb of the roadway.
   (B)   Turning left. The operator of a vehicle intending to turn to the left at an intersection cat into a driveway shall. Approach the point of turning on that part of the roadway next to the center thereof. Unless otherwise directed by “turning markers,” the operator of a vehicle in turning left at an intersection shall pass to the right of the center of the intersection before turning left.

§ 71.18 U-TURNS.
   It shall be unlawful for any person to operate a motor vehicle in a manner as to make a U-turn upon the streets and at the street intersection within the corporate city limits. This section shall not apply at any location in any street or street intersection within the incorporated city limits where a sign has been installed under the direction of the Police Chief of the city, which authorizes a U-turning movement.

§ 71.19 STOPPING VEHICLES AT INTERSECTION.
   It shall be unlawful for any operator of a vehicle to approach any street intersection without bringing the vehicle to a full stop within a distance of five feet from the line of intersection and before crossing the line of intersection when and where a “stop” sign shall be displayed by being plainly marked or painted and displayed in the street in full view of the operator or operators of vehicles at the street intersections.

§ 71.20 RIGHT-OF-WAY.
   (A)   Except where traffic is controlled by official sign or signal, or by police officers, the operator of a vehicle approaching an intersection shall yield the right-of-way to any vehicle approaching from his or her right when the vehicle is within 50 feet of the intersection.
   (B)   The operator of a vehicle entering a public street from a private road or driveway shall yield the right-of-way to all vehicles approaching on the public roadway.
   (C)   The operator of a vehicle on a roadway shall yield the right-of-way to authorized emergency vehicles when the latter are operated upon official business and the operators thereof sound audible signal by bell, siren or exhaust whistle.

§ 71.21 HAND SIGNALS.
   If an operator wishes to turn, stop or back his or her vehicle or to move from one lane of traffic to another, and is unable to use the motor vehicle’s turn signals, he or she shall indicate the intention by a signal of the hand and forearm made as follows:
   (A)   Left turn. Extend a hand and the forearm beyond the operator’s side of the vehicle in a horizontal position.
   (B)   Right turn. Extend a hand and the forearm beyond the operator’s side of the vehicle at an angle of 45 degrees pointing upward.
   (C)   Stop. Extend a hand and the forearm beyond the operator’s side of the vehicle at an angle of 45 degrees pointing downward.
   (D)   Back. Extend a hand and the forearm beyond the operator’s side of the vehicle moving same in an up and down motion.
   (E)   Turning from one lane of traffic to another. Same as for a turn in the same direction.

§ 71.22 STOPPING, TURNING AND BACKING.
   The operator of any vehicle upon any public highway before turning, stopping or changing the course of the vehicle shall see first that there is sufficient space for the movement to be made in safety and if the movement or operation of other vehicles may reasonably be affected at the turning, stopping or changing the course, shall give plainly visible signal to the operator of the vehicle of his or her intentions to turn, stop or change the course in accordance with the § 71.21.

§ 71.23 PASSING TRAINS, INTER-URBANS AND STREET CARS.
   Before attempting to pass any railroad train, inter-urban car or street car stopped for the purpose of receiving or discharging passengers, every operator of a vehicle approaching the same from the rear and proceeding in the same direction shall bring the vehicle to a full stop and shall not again start up or attempt to pass until the railroad train, inter-urban car or street car has finished receiving and discharging its passengers.

§ 71.24 PASSING ON HILLS AND CURVES.
   Every vehicle, when moving along such portions of the roadway where the curvature of the roadway prevents a clear view for a distance ahead of 100 yards shall be held under control.

§ 71.25 APPROACH OF AUTHORIZED EMERGENCY VEHICLES.
   Upon the approach of any authorized emergency vehicle or vehicles giving audible signal by bell, siren or exhaust whistle, the operator of every other vehicle shall immediately drive the same to a position as near as possible and parallel to the right-hand edge or curb of the street, clear of any intersection and shall stop and remain in the position until the authorized emergency vehicles or vehicles shall have passed unless otherwise directed by a police officer.

§ 71.26 FOLLOWING FIRE APPARATUS.
   Upon the sounding of gongs or warning devices used upon firs apparatus, operators shall stop their vehicles as near to the right curb as possible and shall remain standing until the fire apparatus has passed or until five minutes after the official fire siren has started sounding. It shall be unlawful for the operator of any vehicle to follow any fire apparatus in response to the fire alarm closer than 300 feet from the rear of the apparatus.

SERVICE CARS, TAXICABS AND DELIVERY TRUCKS
§ 71.40 PERMIT REQUIRED.
   No person, firm or corporation shall operate or cause to be operated within the city any of the following classes of motor vehicles without first obtaining, from the City Secretary, a permit to do so:
   (A)   Service cars or taxicabs which carry passengers for hire; or
   (B)   Commercial trucks which are used for the purpose of delivering laundry, clothes, bread, ice, dairy products, petroleum products, bottled drinks, merchandise or any other commodity and ambulances.

§ 71.41 PERMIT AND CERTIFICATE.
   When the City Clerk issues the permit, as provided for in § 71.40, he or she shall furnish the applicant or owner with a certificate for each vehicle showing that all of the provisions of this subchapter have been fulfilled. This certificate shall be posted in a conspicuous place on the vehicle, or carried in a holder within the vehicle so that it will be accessible for inspection at all times. Failure to carry the certificate shall be deemed sufficient cause for revocation of the permit for that particular vehicle to operate on the streets of the city.

PROHIBITED ACTIVITY
§ 71.55 DRIVING THROUGH PROCESSIONS.
   It shall be unlawful for the operator of any vehicle to drive between the vehicles comprising a funeral or other authorized procession while they are in motion. This provision shall not apply at intersections where traffic is controlled by traffic-control signals or by police officers.

§ 71.56 EMERGING FROM ALLEY OR PRIVATE DRIVEWAY.
   The operator of a vehicle emerging from an alley, driveway or building shall stop the vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extending across the alleyway.

§ 71.57 DRIVING ON SIDEWALKS.
   The operator of a vehicle shall not drive within any sidewalk area, except at permanent or temporary driveways.
