There is hereby created and established a Fire Department in the City. The City Fire Department shall consist of the following personnel as budgeted from time to time:
(a) One Fire Chief;
(b) Three Fire Suppression Captains;
(c) One Fire Prevention Captain;
(d) Three full-time Fire Suppression Lieutenants;
(e) Two part-time Fire Suppression Lieutenants;
(f) Up to 30 Part-time Firefighters/EMTs/Paramedics; and
(g) Up to 18 Full-time Firefighters/EMTs/Paramedics; and
(h) Up to three Full-time Fire Inspectors/EMTs/Paramedics in Fire Prevention;
(i) One Administrative Assistant to the Fire Chief.

(a) Each ambulance operated by the Streetsboro Fire Department shall be equipped with, but not limited to, the minimal equipment as stated by the American College of Surgeons.
(b) Emergency ambulance service provided will be subject to the following rates:
(1) An emergency call only; no transportation: $300.00
(2) Basic Life Support care and transportation to an
appropriate facility: $850.00
(3) Advanced Life Support care and transportation to an
appropriate facility: $1000.00
(4) ALS2-ER Service and transportation to an appropriate facility:
Per Person $1200.00
(5) Extrication of any type: $250.00
(6) The officer in charge of the ambulance shall determine to which hospital the patient shall be transported.
(7) The Mayor may enter into an agreement on behalf of the City to engage the services of a billing and collection company which shall submit claims on behalf of the City to private insurers and/or the Federal Health Care Program of Medicare and Medicaid and shall issue bills to persons using emergency medical services for such amounts not covered by insurance only to the extent provided herein. Each person who uses emergency medical services provided by the City shall assign any insurance proceeds available to such persons to the City. The City of Streetsboro recognizes that the residents of the City provide some payment for the City's emergency medical services through the collection of municipal taxes. Therefore, the City will issue bills to persons using emergency medical services who are residents the City for any applicable co-payment or deductibles otherwise due to the City and shall treat revenue from local taxes received from such persons as satisfaction and payment of such co-payments or deductibles. The City is authorized to bill and collect from all other individuals such amounts as are not covered by insurance or Medicare or Medicaid. This billing practice is approved by the department of Health and Human Services as stated in OIG Advisory Opinion 04-14.
(8) In all cases where private insurance is involved, the City may accept that company's usual and customary rate as total payment of the fees as set forth in subsection (b)(1), (2), (3), (4), (5) and (9) hereof.
(9) A transport surcharge of sixteen dollars ($16.00) per mile will be charged for each mile transported.
(c) All funds received from the operation of the ambulance service and collected by the City and/or a third-party billing agency shall be credited in the amount of sixty percent (60%) to the 402 Fund and forty percent (40%) to the General Fund.

(a) There is created within the Division of Fire, a Junior Firefighters Organization. The purpose of the Junior Firefighters shall be to provide training for those residents between the ages of fourteen and eighteen years of age interested in the fire service.
(b) The Fire Department of the City is hereby authorized to render training to the Junior Firefighters but it is specifically noted that the Junior Firefighters shall not be used for fire calls or any on-the-job training. The Junior Firefighters are not be an auxiliary of the Fire Department and all young individuals entering into the Junior Firefighters program shall be required to sign and have their parents sign a complete release of the City and its departments and employees prior to any training in the fire service.

The Fire Department is hereby directed to enter into a reimbursement agreement with all new employees at the time of their hire. A copy of the agreement is attached to original ordinance 1983-29 and marked Exhibit “A”. Council hereby approves the content of the agreement and its execution to the City.
