The Fire Department shall consist of a Fire Chief and such other officers, firemen, and personnel as Council shall deem advisable. The position of Fire Chief shall hereafter be subject to the civil service provisions of the Charter and the Director of Public Safety shall appoint a Fire Chief in accordance with civil service law from the five (5) top names of a list, certified by the Civil Service Commission, in accordance with civil service law from those individuals eligible for such position either from within or outside the Fire Department. Such person holding the position of Fire Chief at the time of this enactment shall be deemed qualified for such position under the civil service provisions of this Charter.
