   141.03 JUNIOR FIREFIGHTERS ORGANIZATION.
   (a)   There is created within the Division of Fire, a Junior Firefighters Organization. The purpose of the Junior Firefighters shall be to provide training for those residents between the ages of fourteen and eighteen years of age interested in the fire service.
   (b)   The Fire Department of the City is hereby authorized to render training to the Junior Firefighters but it is specifically noted that the Junior Firefighters shall not be used for fire calls or any on-the-job training. The Junior Firefighters are not be an auxiliary of the Fire Department and all young individuals entering into the Junior Firefighters program shall be required to sign and have their parents sign a complete release of the City and its departments and employees prior to any training in the fire service.

   141.04 REIMBURSEMENT OF HIRING AND TRAINING EXPENSES.
   The Fire Department is hereby directed to enter into a reimbursement agreement with all new employees at the time of their hire. A copy of the agreement is attached to original ordinance 1983-29 and marked Exhibit “A”. Council hereby approves the content of the agreement and its execution to the City.

   141.05 RULES FOR GOVERNMENT OF FIRE DEPARTMENT.
   (EDITOR’S NOTE: Pursuant to Ordinance 1992-83, passed July 27, 1992, as amended by Ordinance 1994-91, passed September 26, 1994, Council approved the Rules for Government of the Fire Department. Copies are on file at City Hall.)
   141.06 PROTECTION FOR OTHER GOVERNMENTAL ENTITIES.
   (a)    Council hereby approves the providing of fire protection to any city, village, county and township of this State or to a governmental entity of an adjoining state to provide critical response, rescue, emergency or disaster situation assistance whenever necessary upon proper authorization.
   (b)    Fire protection and assistance shall be extended only upon authorization of the Fire Chief, duly appointed acting chief, or shift supervisor on the exercise of that officer's discretion, taking into account the following considerations:
      (1)    Such fire protection may be extended in times of emergency or disaster only so far as it is consistent with the proper protection of the City of Streetsboro; and
      (2)    Availability of Fire/EMS equipment and personnel shall be subject to priority of use within the City.
