There is hereby established Solon Center for the Arts, a department of the city, pursuant to Council’s authority set forth in Article VI, § 1, of the City Charter. Solon Center for the Arts shall be dedicated and strive to be recognized as an effective and unique teaching and learning arts resource in the Solon community. The Center will be a leader in cultural enrichment and artistic quality, characterized by continuous improvement, innovation and community responsiveness. Through its programming, the Center will provide opportunities and reinforce appreciation of the arts for its residents of all ages, with the intent of maximizing the potential and enjoyment for all individuals. Solon Center for the Arts shall perform such functions and duties as may be determined by the Mayor and Council.

(a) There is hereby established the position of Director of Community and Cultural Enrichment. The Director of Community and Cultural Enrichment shall be appointed by the Mayor subject to the confirmation of a majority of the members of Council, pursuant to Article V, Section 5 of the City Charter. The Director of Community and Cultural Enrichment shall report directly to the Mayor and shall perform such duties as may be required by the Mayor pursuant to the position’s job description on file in the Human Resource Department.
(b) In addition to the Director of Community and Cultural Enrichment, the composition of the Solon Center for the Arts will not exceed the hiring of five full-time positions. Any full-time hire will receive the approval of the Mayor.
(c) In addition, the Director of Community and Cultural Enrichment may hire part-time coordinators and part-time or seasonal faculty when deemed necessary in accordance with the annual budgetary appropriations authorized by City Council for Solon Center for the Arts.

(a) Fees for all Solon Center for the Arts programs shall be set forth by the Director of Community and Cultural Enrichment and shall be subject to change as the Mayor or his or her designee deems necessary in accordance with the annual budgetary appropriations authorized by City Council for Solon Center for the Arts.
(b) The Director of Community and Cultural Enrichment shall be responsible for planning and preparation of a proposed budget for Solon Center for the Arts to be submitted to the Mayor on or before a date to be determined by the Director of Finance. Such budget shall take into consideration the obligations of maintenance, operation, upkeep and protection of buildings, lands and other facilities devoted to Solon Center for the Arts uses.
