The city may, in its sole discretion, elect to serve customers residing outside the city limits. In the event the city elects to serve water and sewer customers residing outside the city limits, the water and sewer lines shall be constructed and maintained by the customer, with all parties connecting onto the lines being regulated and charged connection and other fees as set forth by the city.
