HUMAN RESOURCES DEPARTMENT
There is hereby created the human resources department for the city, which shall function and operate under the direct supervision and direction of the mayor.

The human resources department shall recruit, examine and qualify applicants for the various city jobs. It shall administer the following programs: employee benefits, equal opportunity and affirmative action, civil service including position classification and compensation plans and system, labor contract administration and negotiations, employee development and communication; maintain employee personnel records and payroll administration for all temporary and regular full-time and part-time employees; assure conformance with established personnel rules and ordinances; and administer the employees’ and firefighters’ pension funds.
