6-3A-1: TOWN WATERWORKS SYSTEM:
The waterworks system of the town shall consist of the present municipal water wells, the water of which shall be known and designated as the Simla waterworks, and the said water system shall include all water mains, water pipelines, storage tanks, meters and meter pits, and all additions and appurtenances thereto or in any manner connected therewith and shall be owned, managed and operated by the town under the designated name of "the Simla waterworks". 6-3A-2: WATER MAINTENANCE SUPERVISOR:
There is hereby created the position of water maintenance supervisor. The town board shall upon taking office appoint the water maintenance supervisor who shall hold said appointment subject to the control and orders of the board and who shall be subject to removal by the majority vote of the board. The water maintenance supervisor shall be responsible for the general operation of the water department and for all functions thereof and shall perform such functions as the board may require, including, but not limited to, the following:
   A.   The water maintenance supervisor shall have full charge and control of the operation of the Simla waterworks under the general supervision of the mayor and board of trustees.
   B.   The water maintenance supervisor shall supervise and direct the installation of water meters, meter pits, water pipelines, water mains, and any and all other equipment necessary for the proper functioning of the Simla waterworks and provision of water to the Simla residents.
   C.   The water maintenance supervisor shall make a report to the board of trustees at each regular monthly meeting which report shall refer to all action taken by the water maintenance supervisor concerning the Simla waterworks for that preceding month. The water maintenance supervisor at the time of making such report shall also furnish copies of such written documentation, if applicable, concerning any work done during the month. 6-3A-3: EMERGENCY SITUATIONS:
The water maintenance supervisor shall be given the authority to make emergency decisions concerning the use of municipal water by all users subject to confirmation by the board at the next regular or special meeting after the emergency action is taken. If possible and time allows, the water maintenance supervisor shall, prior to taking emergency action, confer with the mayor or other available board members. An emergency situation shall include, but not be limited to, equipment or conduit failure, shortage of water, high use, water pollution, or any other circumstance which threatens the municipal water supply and/or the welfare of the town citizens. Such emergency decisions shall include, but not be limited to, the authority to set watering or water use restrictions, to shut off the water flow when deemed to be necessary, and to take whatever other action is necessary to meet the requirements of this title.
